City Analysis
City Intelligence Report
Q1 2026 — Updated quarterly by the City Momentum research team.
Ahmedabad-Gandhinagar is India's most deliberate infrastructure experiment. GIFT City — operational, regulated, and now home to over 400 financial services firms — proves that greenfield smart-city development can succeed when state capacity backs private investment with real infrastructure. The metro extension to GIFT City and Gandhinagar, expected to open in 2026, will be the final piece in the corridor's physical integration.
Dholera is the bigger bet — a 920 sq km city being built almost entirely from scratch. The semiconductor fabrication clusters announced in 2024 (Tata Electronics, CG Power/Renesas) have transformed Dholera from a planning exercise into an active industrial destination. The execution score, currently 56, will either surge or collapse depending on whether basic plug-and-play infrastructure — power, water, access roads — reaches the fab sites before construction begins.
The Mumbai–Ahmedabad Bullet Train corridor is the city's single most capital-intensive project, and the most nationally symbolic. Civil work is advancing in Gujarat at a pace that makes the 2028 partial opening credible, even if the Maharashtra sections face ongoing land disputes.
