Delhi NCR is simultaneously building at the largest scale of any city-region in India and struggling with the most acute execution challenges. Phase 4 of the Delhi Metro — 112 km — is underway, and the Delhi–Meerut RRTS has demonstrated that high-speed regional rail is viable in India, with the Sahibabad–Duhai stretch delivering on-time performance that has surprised observers.
The Jewar Airport, when operational, will restructure air traffic in North India and provide the NCR with a genuine airport-city development opportunity. The DMIC nodes in Manesar and Bawal are absorbing significant manufacturing investment, benefiting from proximity to the highway grid and the Dedicated Freight Corridor.
The NCR's primary weakness is its urban liveability score — India's most severe air pollution, water stress, and solid waste challenges concentrate here. These are not merely quality-of-life concerns; they impose measurable costs on talent attraction and retention that increasingly factor into corporate location decisions. Without progress on these dimensions, Delhi NCR's investment and industrial momentum will eventually be constrained by its urban environment score.
