Mumbai's infrastructure story is one of the most consequential in Asia — and one of the most delayed. The Aqua Line metro, a decade in the making, finally opened its full underground stretch in 2024 and has already changed commute patterns across the island city. The Navi Mumbai Airport is advancing toward its first runway, and the Coastal Road's northbound section is now within months of completion.
Yet for every project near the finish line, another is just beginning. Dharavi Redevelopment — the most complex urban renewal project in India — broke ground in early 2024 and will shape the city for the next decade. The challenge for Mumbai is not ambition or funding but execution velocity: its project pipeline is ₹2.15 lakh crore, the largest of any Indian city, but its execution score has lagged the top tier due to chronic land acquisition and underground utility conflicts.
The city's investment score is its strongest dimension, reflecting sustained private capital confidence in the MMR market. Infrastructure investment in the MMR is tracking at roughly 2.5x the national average per capita, and the Navi Mumbai Airport is expected to catalyse a new suburban employment hub that could rival BKC within 15 years.
