The city's IT sector continues to drive demand for physical infrastructure at a pace that outstrips supply. Hinjewadi Phase 3 is expanding, but road connectivity to the cluster remains a bottleneck that the metro will only partially solve. Pune's execution score is held back by the state's tendency to approve mega-projects in clusters without adequate contractor and land-clearance preparation — a pattern that has delayed the Ring Road by over two years already.
